November 10 Brief
If any of your imports relies on one of the 179 Section 301 exclusions that lapse on 9 November 2026, its duty goes back up for entries after that date — by 25% of value on 154 of them and 7.5% on 25. Send up to 25 HTS lines. Within two business days you get, line by line, what goes back up, what that is in dollars at your own values, and what else already sits on the same line.
On sale until 9 November 2026; re-checks included through 30 November 2026. After the key date this report has no purpose, so it is withdrawn.
As of 9 September 2026, 61 days remain to 9 November 2026. The last three times these exclusions were extended, the Federal Register notice was published 5, 2 and 2 days after the date they were due to lapse.
What it is worth. One line carrying $50,000 a year of Chinese-origin goods at +25% is $12,500 of duty a year — nearly 28 times this fee. If none of your lines is affected, you get that in writing, and it is still worth having.
Do it yourself, free
Most of the first step you can do yourself, free. If you are the importer of record, pull the ES-003 report (Entry Summary Line Tariff Details) in the ACE Portal: an entry line that claimed heading 9903.88.69 or 9903.88.70 relies on an expiring exclusion. Check those lines against the free list of all 179 on this site. What that will not give you: the rate that comes back and what it costs, every other action already on the same line, what the schedule switches on after today, and a re-check when USTR decides.
What you get
- Every one of your lines matched against all 179 exclusions expiring 9 November 2026 — exact 10-digit matches kept apart from same-subheading ‘check this’ matches
- The additional duty each matching exclusion suspends, at the rate the tariff schedule prints (+25% or +7.5%), and what that is in dollars a year and a quarter at your stated values
- Each exclusion’s product description split, verbatim, into its own conditions — materials, value bands, end use — as a checklist for your broker
- Every other line-enumerated action already reaching the same line: Section 301 Lists 1, 2, 3 and 4A, the 2024 review increases, Section 232 metals, and Section 232 vehicles and auto parts
- Anything the schedule already switches on for your lines after today — such as the headings that start on 10 November 2026
- What happened the last 7 times: every extension since 2022, with the date it was published against the date the exclusions were due to lapse
- What the report does not cover, on its first page — so a line with no finding is never mistaken for a clearance
- A clean result stated as a result: lines with no finding are listed as such
- Any row we could not read listed as NOT CHECKED — never silently dropped
- A self-contained HTML report that prints to PDF, plus plain text and JSON
- A re-check within two business days of USTR publishing its decision on these exclusions, showing exactly what changed for your lines — included through 30 November 2026
- Delivered by email within two business days of receiving a readable line list
What it explicitly does not do
- ⛔ Not tariff-classification advice. Whether your goods are the product an exclusion describes is for your customs broker and counsel. The report lays out each description’s conditions so they can check; it does not decide
- Not a duty bill. The dollar figure is the rate the schedule prints times the value you give us, with its assumptions stated — no antidumping or countervailing duty, no Section 232 content rules, no fees
- It does not forecast whether USTR will extend these exclusions. It shows you what happened the last 7 times
- Not matched: 41 other provisions across 25 heading families in the schedule — including the Section 301 duties on products of 60 economies and of Brazil, and Section 232 duties on trucks, lumber, semiconductors and unmanned aircraft. The report says so on its first page and lists every one by the U.S. note it cites
- Lines not of Chinese origin get no exclusion finding — these exclusions relieve China Section 301 duty only
Why this exists. Your broker files your entries, so ask them first — if they have already given you everything listed here, you do not need this. What is usually missing is the number and the rest of the picture: what comes back, what else already sits on the same line, and what the record says about waiting for USTR. It has extended this set 7 times, but not always whole: in 2024, 429 exclusions were current and 164 were carried forward.
