Verification. Totals reproduce the GAO-21-506 / CRS IF11582 published figures to within 4 records in 52,746.
What this dataset cannot answer. Lists 1–2 remain independently checkable on regulations.gov. Lists 3–4A were filed to exclusions.ustr.gov, which no longer resolves and was never archived — for those two tranches this snapshot is the only accessible record found, and it carries outcomes but neither the argued grounds nor the oppositions.
