Verification. Index retrieved for all 14 dockets; 10 of them attach each comment to a specific granted exclusion.
What this dataset cannot answer. These are comments on whether an already-granted exclusion should be extended, reinstated or modified — NOT exclusion requests. Different unit of analysis and a different population: every exclusion discussed here had already been won. No grant rate is or can be computed from them, and they are never pooled with the request corpora.
Unrealised. Several dockets attach each comment to a specific granted exclusion, whose text embeds the HTS statistical reporting number. USTR later published which exclusions it extended. Joining the two would give argument and outcome on the same rows — the only place in this project where that combination looks reachable. Not attempted yet; the extension decisions must be parsed from Federal Register notices first.

Fill rate is the share of rows where the field is non-empty. Sample values are verbatim public docket text, shown so you can judge the field rather than take its name on trust.
